专利特许证
专利特许证或专利证书，是由国家或政府元首签发的法律文书。以一页公开信模式授权、设立、确立了某官方组织；以至授予某人重要地位。
一页专利特许证通常由以下致意开始，“To all whom these presents shall come Greeting”，或是“To all whom these Presents shall come or whom the same may in any way concern, GREETING:”。政府只用专利特许证授予城镇及其徽章成立、官方公司成立、以至开设新政府问责职住，等功能。
专利特许证的对立品是专利子句，Lat. litterae clausae，意思为只淮收信人读的私人制诰。
最早知名的专利特许证是由英皇亨利六世在1449年授权John of Utynamwhich彩色玻璃制造术一个20年专利。
英联邦地区
英国君主或成员国的皇室总督，可以受予的皇室特权签发皇室制诰，可无须经立法程序成为宪制性法律文件，例子包括有香港的《英皇制诰》。
